One of the objections the American colonists had against British rule were the so-called 'star chamber' proceedings. These were secret investigations and judicial actions. Colonists were barred from seeing documents or objects the crown had discovered or created.
Mueller is trying to re-establish this kind of government procedure. How? By denying defendants their right to file a Freedom of Information of Information request. Mueller and his henchman argue that defendents signed away their rights in a plea bargain and besides, such FOIA requests would clue in others (namely the Press) as to what Mueller is doing.
