Why you ax?
The statutory authority to conduct such an investigation is spelled out in 28 CFR 600.4. The Special Counsel is required to state the criminal activity he/she is going to investigate. To my knowledge, no such statement has been made. Furthermore, it is not a violation of the law for a campaign to talk to anyone, whether US citizens or not. Also, the President may express an opinion/wish as to whether the Director of the FBI should investigate an individual. Thus, there is no crime to investigate.
28 CFR 600.1 states that the Special Counsel must obtain permission to change the object of his investigation(should he/she have a legally stated crime being investigated). Thus, the switching by Mueller to the investigation of Trump and associates' business deals is outside of the scope of his authority and amounts to opposition research at the government's dime.
Finally, Congress has two Committees investigating the contact between the Trump campaign and individuals of Russian citizenship. Mueller's investigation is unnecessary and amounts to partisan activity by Democrats hired by Mueller.
