No State shall, without the consent of Congress, lay any duty of tonnage, keep troops, or ships of war in time of peace, enter into any agreement or compact with another State, or with a foreign power, or engage in war, unless actually invaded, or in such imminent danger as will not admit of delay.
Does California face an immediate danger from global warming that requires a treaty with the PRC? The answer is clearly NO. It is June and the snow pack in the Sierra Nevada is still 8 ft thick. If there were global warming, that snowpack would be long gone.
What comes next? California wants to have its own immigration policy and its own socialized medicine. At the same time, the State is bankrupt.
