Catalonia blinks: independence suspended.

Catalonia's leader 'suspended' the independence process. He said they want to negotiate with Madrid.

Negotiate what? Madrid id not willing to negotiate and there is constant threats to arrest Catalan leaders and jail them. Catalonians speak of avoiding violence. So, that's that for now.

Spain can not afford to let Catalonia secede, because it will encourage the Basks. The Basks tried violence and were defeated.

Europeans  are reluctant to reopen the question of borders. Over the centuries borders changed much are gave cause to frequent wars. Finally, they have a formula to avoid wars and as imperfect this formula is, it is preferable to frequent wars.
