Ukraine: The Rebs' proposal.

Bloomberg has published a hit piece on the latest proposal of the Rebs to settle the E Ukrainian conflict. Bloomberg makes several accusations:

1. that he proposal is written by Putin;
2. that the proposal is written so Poroshenko will reject it and
3. that this would give the Russians the excuse to send in 'peacekeepers' and freeze the conflict.

Here is the proposal and see what you think:

1.The area under Reb control will remain PART OF UKRAINE, as a separate district with special status;

2. Judges and Prosecutors will be appointed by Kiev;
3. Area will have right to its own militia with local commanders;
4. Will have locally controlled elections;
5. Fiscal control of local business;
6. Local control to balance budget;
7. Exempted from Kiev appointing local governors;
8. Power-sharing between Kiev and local councils;
9. Restore country's non aligned status.
10. Want Shyrokine, Piski, Mariupol, Debaltseve and the entire Donetsk Airport.

IMHO, the only Reb demand not covered by Minsk 2 is #10.

Further developments:

1. Poroshenko made noises about 'liberating' the entire Donetsk airport
2. Ukraine's economy shrank 18% in Q1;
3. Poroshenko signed law to do away with Soviet-era images;
4. The Reb proposals were submitted to the Constitutional Commission and the Contact Group;
5. Poroshenko is caught in some land deal scandal;
6. Putin told Merkel that if Kiev bulks he (Putin) will recognize the Rebel-controlled areas of Donetsk and Luhansk and send in 'peace keepers.'
